بتاريخ 13 مارس 2009 حلّت جمعية المشعل لأبناء المفقودين في جيجل بالجزائر في ضيافة عائلة من عائلات المختطفين ضحايا أجهزة الأمن الجزائرية سنوات التسعينات وكانت هذه المرة ببلدية الجمعة بني حبيبي، في ضيافة عائلة المفقود السيد صالح معوج، المولود في 24 فيفري 1930 متزوج وأب لأربعة أبناء، كان يقيم بمنطقة تسبيلان ببلدية الجمعة بني حبيبي جيجل. اعتُقل يوم الجمعة 29 أفريل 1994 على حوالي الساعة التاسعة ونصف صباحاً بالسوق الأسبوعي بالبلدية، وذلك على يد قوات مشتركة مكونة من عناصر الدرك الوطني للوحدة السابعة عشر للتدخل السريع الواقع مقرها بمنطقة بوحمدون بتاسوست ببلدية الأمير عبد القادر، مرفوقين أيضاً بعناصر فصيلة الدرك الوطني لبلدية سيدي عبد العزيز وعناصر من الشرطة بالإضافة إلى عناصر مسلحين ملثمين بالزي المدني. حسب المعلومات المستقاة من قبل العائلة من طرف شهود، تمّ تحويل المفقود بعدها إلى مقر فرقة الدرك الوطني لبلدية سيدي عبد العزيز، وحسب الشاهد السيد عبد العزيز بولكرع الذي كان يشغل وظيفة حارس ليلي بجامعة جيجل آنذاك، والذي كان بدوره قد اعتقل في نفس الحملة التي طالت حوالي 20 مواطن في ذلك اليوم. هذا الشاهد صرّح لأقاربه بأنّه كان معتقلاً في مكان غير معروف يُرجّح أنّه مقر القطاع العسكري لولاية جيجل. إثر الإفراج عنه سراحه بعد حوالي شهرين من الاعتقال مع نفس المجموعة التي كان من بينها المفقود معوج صالح، قامت بعض عائلات المعتقلين بالإتصال به في بيته بعدما علموا خبر إطلاق سراحه، لكنه كان في حاله نفسيه خطيره جداً و في صدمة بحيث لم يدلي بأي تصريح أو بأية معلومات إلى يومنا هذا، و بعد الإفراج عنه كان تفاعله الوحيد مع الاستفسارات من طرف أهالي المعتقلين الآخرين عن ذويهم الذين كانوا معه هو البكاء فقط. وعليه يمكننا تصور الحالة النفسية التي كان عليها رغم إطلاق سراحه، واستنتاج الحالة النفسية التي ترك باقي المعتقلين عليها في مكان حجزهم. تفاصيل إضافية في شهادة زوجة المفقود و إبنه السيد عبد الحميد حول هذه الجريمة التي أريد لها أن تبقى طي النسيان.
The Case of the Missing Saleh Maawaj, Kidnapped Since April 29, 1994 from the Municipality of Al-Jum’ah Bani Habibi in Jijel, Algeria
On March 13, 2009, the El-Mashaal Association for the Children of the Missing in Jijel, Algeria, was hosted by a family of the families of those kidnapped, victims of the Algerian security apparatus in the 1990s. This time it was in the municipality of Al-Jum’ah Bani Habibi, hosted by the family of the missing Mr. Saleh Maawaj, born on February 24, 1930, married with four children, who was living in the Tsbilan area of the municipality of Al-Jum’ah Bani Habibi, Jijel. He was arrested on Friday, April 29, 1994, around 9:30 am at the weekly market in the municipality, by a joint force consisting of elements of the 17th National Gendarmerie Rapid Intervention Unit based in the Bouhamdoun area of Tasoust in the municipality of Amir Abdelkader, accompanied also by elements of the National Gendarmerie squad of the municipality of Sidi Abdelaziz and police officers, in addition to armed masked civilians. According to information obtained by the family from witnesses, the missing person was then transferred to the headquarters of the National Gendarmerie squad of the municipality of Sidi Abdelaziz. According to the witness Mr. Abdelaziz Boulkraa, who was a night guard at the University of Jijel at the time, and who was also arrested in the same campaign that targeted about 20 citizens on that day, this witness told his relatives that he was detained in an unknown place, believed to be the headquarters of the military sector of the Wilaya of Jijel. After his release approximately two months after the arrest, along with the same group that included the missing Saleh Maawaj, some families of the detainees contacted him at his home after learning of his release. However, he was in a very serious psychological state and in shock, so he did not make any statements or provide any information to this day. After his release, his only reaction to inquiries from the families of the other detainees about their relatives who were with him was just to cry. Hence, we can imagine the psychological state he was in despite his release, and deduce the psychological state in which the rest of the detainees were left in their place of detention.
