تاريخ 2 أفريل 2010 حلّت جمعية المشعل لأبناء المفقودين في جيجل بالجزائر في ضيافة عائلة من عائلات المختطفين ضحايا أجهزة الأمن الجزائرية سنوات التسعينات وكانت هذه المرة ببلدية تاكسنة بجيجل في ضيافة عائلة المفقود بشير العايب، من مواليد 3 ديسمبر 1933، متزوج وأب لـ 13 إبن ستة أبناء وسع بنات، وكان عمره كان عمره 62 سنة وقت اعتقاله. كانت يمتهن التاجر و يقيم آنذاك بمشتة الطاهر بن عمر بدائره تاكسنة. تم توقيفه في شهر جانفي 1995 أين كان تم توقيفه على مستوى نقطة مراقبة عسكرية بمقر دائرة تاكسنة حيث كان على متن سيارته على من نوع بيجو 404 مُغطاة، حيث كان يسلك طريق جبلي فتم توقيفه على مستوى نقطة المراقبة العسكرية هذه، أين تم حجز اضافة الى المفقود حجز مبلغ 15 مليون سنتيم والتي كانت خاصة بشراء بعض السلع لمتجره الذي كان يديره، كما تم كذلك حجز كل الوثائق الشخصية التي كانت بحوزته بما في ذلك وثائق خاصة بالتقاعد الذي كان يتقاضاه من من فرنسا. بعد حوالي 20 يوما بعدها تم اطلاق سراح السيد حميود ڤريمس وهو من بين من كانوا على مستوى الثكنة العسكرية بتاكسنة مركز، والذي أكّد أنّه تمّ اعتقاله في نفس اليوم الذي اعتقل فيه المفقود بشير العايب، وأنّ بشير المفقود العايب قد تعرض للتعذيب وأنه قد يكون قد توفي من آثار التعذيب. تجدر الاشارة هنا الى ان انه عن طريق الوثائق التي تم حجزها من المفقود فقد تم التلاعب والاحتيال فيها عبر تحويل تقاعده على حساب شخص آخر من المفترض جداً أنّه أحد العسكريين الذين كانوا يعملون بالمنطقة، حيث تحويل تقاعد المفقود لمدة تقارب خمس سنوات على إسم شخص آخر يقيم بولاية واد سوف بدل أن تتقاضاه عائلة الضحية. هذه محاولة إحاطة ببعض العناصر الهامة عن هذه المأساة التي تتطرق لها زوجته بتفاصيل بإسهاب أكثر.
The Case of the Missing Bashir Al-Ayeb Loarj, Kidnapped Since January 19, 1995 from the Municipality of Taksna, Jijel, Algeria
On April 2, 2010, the Al-Mash’al Association for the Children of the Missing in Jijel, Algeria, was hosted by a family of the kidnapped victims of the Algerian security apparatus during the 1990s. This time, it was in the municipality of Taksna, Jijel, hosted by the family of the missing Bashir Al-Ayeb, born on December 3, 1933, married with 13 children, six sons and seven daughters. He was 62 years old at the time of his arrest. He worked as a merchant and resided at the time in Mashta Taher Ben Omar in the Taksna district. He was arrested in January 1995, when he was stopped at a military checkpoint in the Taksna district headquarters while driving his covered Peugeot 404 car on a mountain road. In addition to the missing person, an amount of 15 million centimes intended for purchasing goods for his shop was seized, as well as all his personal documents, including documents related to the retirement pension he received from France. About 20 days later, Mr. Hamid Grimes, who was among those present at the military barracks in Taksna center, was released and confirmed that he was arrested on the same day as the missing Bashir Al-Ayeb. He stated that the missing Bashir Al-Ayeb was tortured and may have died as a result of the torture. It should be noted that through the documents seized from the missing person, fraud was committed by transferring his retirement pension to the account of another person, most likely one of the military personnel working in the area, diverting the missing person’s pension for nearly five years to someone else residing in the state of Oued Souf instead of his family receiving it. This is an attempt to cover some important elements of this tragedy, which his wife discusses in more detail.
