بتاريخ 20 مارس 2009 حلّت جمعية المشعل لأبناء المفقودين في جيجل بالجزائر في ضيافة عائلة من عائلات المختطفين ضحايا أجهزة الأمن الجزائرية سنوات التسعينات وكانت هذه المرة ببلدية الأمير عبد القادر في ضيافة عائلة من عائلات المفقودين بالمنطقة عائله المفقود فرحات نوري، التي تقدم لنا شهادة حية عن حيثيات اختفائه القسري وعن تفاصيلها. المفقود فرحات نوري فرحات من مواليد عام 1955 متزوج وأب لستة أبناء، كان يشغل وظيفة سائق، ويقيم ببلدية الأمير عبد القادر. تم اعتقاله مسكنه العائلي يوم 29 ماي 1994 على الساعة الثانية بعد منتصف الليل على يد عناصر من الدرك الوطني التابعين للوحدة السابعة عشر للتدخل السريع للدرك الوطني الواقعة ثكنتها منطقة بوحمدون بتاسوست بلدية الأمير عبد القادر. مدعمين بعناصر من الدرك الوطني لفرقة بلدية الامير عبد القادر. تمّ إثرها تحويل المفقود بعدها على الارجح الى مقر فرقة الدرك الوطني لبلدية الأمير عبد القادر، ثم في اليوم الموالي تمّ إيداعه ثكنة الدرك الوطني في بوحمدون تاسوتست. ومنذ وصوله هناك لم تظهر أية معلومات لا بالحياة ولا بالموت، هذا مختصر بداية جريمة الإختفاء القسري هذه، التي تتطرق زوجة المفقود إلى حيثياتها وتداعياتها.
The case of the missing Farhat Nouri, kidnapped since May 29, 1995 from the municipality of Amir Abdelkader in Jijel, Algeria

They were supported by elements from the National Gendarmerie force of the municipality of Amir Abdelkader. Following his arrest, the missing person was most likely transferred to the headquarters of the National Gendarmerie force of the municipality of Amir Abdelkader, and the next day he was placed in the National Gendarmerie barracks in Bouhamadoun Tasoust. Since his arrival there, no information has emerged, neither of life nor death.
