بتاريخ 12 مارس 2009 حلّت جمعية المشعل لأبناء المفقودين في جيجل بالجزائر في ضيافة عائلة من عائلات المختطفين ضحايا أجهزة الأمن الجزائرية سنوات التسعينات وكانت هذه المرة ببلدية الأمير عبد القادر بجيجل في ضيافة عائلة المفقود محمود هولي، و اغتناماً لهذه الزيارة سجلنا شهادة زوجة المفقود ونجله حول حيثيات هذه الجريمة وتداعياتها المتواصلة. محمود هولي إبن محمد و خجية بنوصيف من مواليد 4 ماي 1956 بالطاهير جيجل، متزوج وأب لستة أولاد، شغل وظيفة عون حماية مدنية، تعرّض لعملية توقيف نفذها عناصر الدرك الوطني بتاريخ 1 سبتمبر 1994 على الساعة التاسعة صباحاً، وبعد نقله إلى مقر فرقة الدرك الوطني بالأمير عبد القادر جيجل، كان تاريخ توقيفه هو آخر يوم شوهد فيه منذ اختفائه ولم يظهر له أي أثر إلى غاية اليوم.

Mahmoud Houli, son of Mohamed and Khajia Bnoucif, was born on May 4, 1956, in Taher, Jijel. He was married with six children and worked as a civil protection officer. He was subjected to an arrest operation carried out by elements of the National Gendarmerie on September 1, 1994, at 9 a.m. After being transferred to the headquarters of the National Gendarmerie force in El Amir Abdelkader, Jijel, the date of his arrest was the last day he was seen before his disappearance, and no trace of him has been found to this day.
