بتاريخ 20 مارس 2009 حلّت جمعية مشعل في ضيافة عائلة من عائلات المفقودين بلدية الأمير عبد القادر منطقة جيجل هي عائلة المفقودين كمال بوعتروس ورابح بوعتروس التي تضم إثنين من الإخوه مفقودين، بعد اعتقالهما من قبل قوات الأمن الجزائرية سنوات التسعينات، فبعد تقديم الشكر المسبق للعائلة الكريمة على حسن الضيافة وعلى الاستقبال أردنا فقط أن نقدم لكم في عجالة لمحة عن هذين المفقودين. فالعائلة تضمّ اثنين من الابناء مفقودين، المفقود الأول هو كمال بوعتروس إبن محمد وزوخه بوعتروس أم المفقود تجلس على اليسار الآن وبوعتروس كمال من مواليد 25 ماي 1970 بتكسانة بجيجل كان أعزب و كان يشغل وظيفة عون آلة راقنة بإكمالية شريك الصديق ببلدية الامير عبد القادر، وقد تم اعتقاله يوم 25 ماي 1996 على حوالي الساعة الحادية عشر صباحا من مكان عمله/ وقد كان هذا الاعتقال من تنفيذ عناصر من الجيش الوطني الشعبي وعناصر من الميليشيات، للإشارة فقد كان السيد كمال بوعتروس قد قبل اعتقاله وفقدانه للمرة الأخيرة كان قد اعتقل قبلها بحوالي 40 يوما، وذلك من طرف عناصر فرقة الدرك الوطني ببلدية الأمير عبد القادر حيث بقي في الاعتقال والحجز لمدة 25 يوما، تعرض اثنائها إلى أبشع أنواع التعذيب والضرب والتنكيل، حيث اتُهم أثنائها من قبل عناصر الدرك الوطني ببلدية الأمير عبد القادر اثنائها بأنّه هو من كان يحرر بيانات الجماعات الإسلامية المسلحة، المفقود منذ اعتقاله بمقر فرقة الدرك الوطني لبلدية الأمير عبد القادر تمّ إطلاق سراحه وبعد حوالي 40 يوما تم اعتقاله مُجدداً بمقر عمله من طرف عناصر الوطني الشعبي والمليشيات المُسلّحة، وبدون إطالة عليكم نحول لكم والدة المفقودين لتبدأ تقديم شهادة حية عن حيثيات فقدان ابنها الأول كمال بوعتروس وابنها الثاني رابح بوعتروس.
The Case of the Missing Persons Rabah Bouatrous Abducted Since June 4, 1994, and His Brother Kamal Bouatrous Abducted Since May 25, 1996
On March 20, 2009, the Mish’al Association visited the family of two missing persons from the municipality of El Amir Abdelkader in the Jijel region. This family, the Bouatrous family, has two missing brothers, Kamal Bouatrous and Rabah Bouatrous, who were arrested by the Algerian security forces during the 1990s. After thanking the generous family for their hospitality and welcoming, we would like to briefly present the cases of these two missing persons. The family has two missing sons. The first missing person is Kamal Bouatrous, son of Mohamed and Zoukhah Bouatrous, the mother of the missing person, who is now sitting on the left. Bouatrous Kamal was born on May 25, 1970, in Taksanah, Jijel. He was single and worked as a machine operator at the Cherik El Sadik Middle School in the municipality of El Amir Abdelkader. He was arrested on May 25, 1996, around 11 a.m. from his workplace. This arrest was carried out by elements of the National Popular Army and militia groups. It should be noted that Mr. Kamal Bouatrous had been arrested and gone missing for the last time about 40 days before this arrest by elements of the National Gendarmerie Brigade in the municipality of El Amir Abdelkader, where he remained in detention for 25 days, during which he was subjected to the most heinous forms of torture, beatings, and abuse. During that time, he was accused by the National Gendarmerie elements in the municipality of El Amir Abdelkader of being the one who issued statements for the armed Islamist groups. After being released from the headquarters of the National Gendarmerie Brigade in the municipality of El Amir Abdelkader, he was arrested again about 40 days later from his workplace by elements of the National Popular Army and armed militias. Without further ado, we will now pass the floor to the mother of the missing persons to provide a live testimony about the circumstances of the disappearance of her first son, Kamal Bouatrous, and her second son, Rabah Bouatrous.
