بتاريخ 2 سبتمبر 2009 حلّت جمعية المشعل لأبناء المفقودين بجيجل في ضيافة واحدة من عائلات ضحايا القمع الأعمى في سنوات التسعينات، هي عائلة الضحية السيد مراد شكيرو إبن مسعود وزكية معوش، مولود بتاريخ 21 جويلية 1967 العوانة، بجيجل و الذي كان يشغل موظف بشركة سونلغاز، الواقع مقرها قرب محطة جيجل. الضحية كان أعزب وقد تم توقيفه في 26 نوفمبر 1994 على حوالي الساعة الثالثة بعد الزوال، وذلك من مقر عمله بواسطة عناصر الدرك الوطني من فرقة مدينة العوانة حسب رواية الشهود، عناصر الدرك قدموا إلى مقر عمله بزي مدني على متن سيارات مدنية، وفي نفس اليوم تمّ اعتقال ثلاثة من جيران الضحية وهم على التوالي كل من السيد فاتح ظفر السيد بوعلام عمور والسيد محمد لكحل. وبعد عملية الاعتقال هذه بحوالي ثلاثة أشهر قامت فرقة الدرك الوطني بالعوانة وعلى رأسهم قائد الفرقه السيد المدعو بن عوده بنقل المعتقلين الأربعة مع ثلاثة آخرين الى شاطئ البحر وتم اغتيالهم بطريقة وحشية. في الصباح تنقلت عائلات الضحايا اذا الى مستشفى جيجل ثم إلى محكمة جيجل، حيث تسلمت رخصة تسلّم الجثة ورخصة الدفن وهكذا قامت كل عائلة بدفن فقيدها. كانت هذه محاولة الإحاطة ببعض المعلومات والمعطيات المهمة فيما يخص هؤلاء الضحايا، وفي ضيافة عائلة الفقيد مراد شكيرو ليقدم والديه شهادة حية على هذه الجريمة التي أفلت مرتكبوها من العقاب.
خلفية: بتاريخ 03/02/1995، تم اغتيال والد أحد ضباط الجيش المقيم في العوانة من قبل الجماعات المسلحة. في نفس الليلة حوالي الساعة 22:00، قام النقيب بن عودة رئيس فرقة العوانة وعناصره بنقل سبعة معتقلين (شكيرو مراد، دفار فاتح، لاكحل محمد، عمور بوعلام، وثلاثة آخرين غير معرفين) من مقر الفرقة حيث كانوا محتجزين إلى شاطئ البحر في منطقة تسمى شاللة العوانة، وذلك أمام سكان المنطقة الذين سمعوا صراخ الضحايا ينادون بأسمائهم وينطقون الشهادة (لا إله إلا الله محمد رسول الله). على الشاطئ تم إعدام السبعة ضحايا بوحشية وتركت جثثهم هناك. في الصباح، تم استدعاء الحماية المدنية من قبل نفس الدرك لنقل الجثث تحت حراستهم. أبلغ شهود عاينوا الجثث صباحا قبل وصول رجال الإطفاء مع الدرك، أهالي الضحايا الأربعة المعرفين. توجه الأهالي إلى مشرحة مستشفى جيجل حيث تمكنوا من التعرف على جثث أبنائهم. بعد ذلك، أبلغوا النائب العام الذي لم يفتح أي تحقيق وأصدر فقط تصريحا بالدفن. تم دفن جثث الضحايا الأربعة من قبل عائلاتهم في مقبرة تيميزار العوانة في قبور متجاورة.
The Case of the Missing Assassinated Mourad Chekiro, Kidnapped and Assassinated on November 26, 1994 in the El Ouennah Region of Jijel, Algeria
On September 2, 2009, the Al-Mashaal Association for the Sons of the Missing in Jijel visited one of the families of the victims of the blind repression in the 1990s, the family of the victim Mr. Mourad Chekiro son of Massoud and Zakia Maaouche, born on July 21, 1967 in El Ouennah, Jijel. He worked as an employee at the Sonatrach company, whose headquarters is located near the Jijel station. The victim was single and was arrested on November 26, 1994 around 3 pm from his workplace by elements of the National Gendarmerie from the El Ouennah city squad, according to eyewitness accounts. The gendarmes came to his workplace in civilian clothes in civilian cars, and on the same day, three of the victim’s neighbors were arrested, namely Mr. Fateh Dhafer, Mr. Bou Allam Amour, and Mr. Mohamed Lekkhal. About three months after this arrest, the El Ouennah National Gendarmerie squad, led by the squad leader called Ben Aoudah, transferred the four detainees along with three others to the beach and brutally assassinated them. In the morning, the victims’ families went to Jijel Hospital, then to the Jijel Court, where they received a receipt for the body and a burial permit, and thus each family buried their deceased. This was an attempt to cover some important information and data regarding these victims, and the hosting of the family of the deceased Mourad Chekiro for his parents to give a living testimony of this crime whose perpetrators have evaded punishment.
Background: On 03/02/1995, the father of one of the army officers residing in El Ouaniya was assassinated by armed groups. On the same night around 10 pm, Captain Ben Aouda, the head of the El Ouaniya brigade, and his elements transferred seven detainees (Chekiro Mourad, Daffar Fateh, Lakhal Mohamed, Amour Boualam, and three others unidentified) from the brigade headquarters where they were being held to the beach in an area called Chalalla El Ouaniya, in front of the local residents who heard the victims screaming their names and pronouncing the shahada (There is no god but Allah, Muhammad is the messenger of Allah). On the beach, the seven victims were brutally executed and their bodies were left there. In the morning, the Civil Protection was summoned by the same gendarmes to transport the bodies under their guard. Witnesses who saw the bodies in the morning before the arrival of the firefighters with the gendarmes informed the families of the four identified victims. The families went to the morgue of Jijel hospital where they were able to identify the bodies of their sons. After that, they informed the public prosecutor, who did not open any investigation and only issued a burial permit. The bodies of the four victims were buried by their families in the Timizar El Ouaniya cemetery in adjacent graves.
