بتاريخ 29 سبتمبر 2009 حلّت جمعية مشعل في ضيافة عائلة من عائلات المفقودين بمنطقة جيجل عائلة المفقود بلهوان عمار إبن علي وبورنانة فاطمة المولود في 29 نوفمبر 1974 بسطيف أعزب والذي كان طالباً بالثانوية. المفقود تم اعتقاله في 11 أوت 1995 على السادسة صباحا من مسكنه العائلي من قبل عناصر الدرك الوطني لفرقة الدرك الوطني لمنطقة العوانة ومن بينهم الدركي المدعو سليمان و عون الميليشيات المدعو بوحنيش بوعلام، وحسب المعلومات التي تحصلت عليها العائلة فقد مكث المفقود عمّار في مقر فرقة الدرك الوطني للعوانة حوالي 15 يوما ثم انقطعت أخباره بعد ذلك. كانت محاولة للإحاطة ببعض المعلومات في ما يخص المفقود وهذه إفادة من من والده شهادة حية على هذه المأساة.
The Case of the Missing Ammar Belhouan, Kidnapped Since August 11, 1995 from the El Ouanat Region of Jijel, Algeria:
On September 29, 2009, the Mashal Association was hosted by a family of the missing in the Jijel region, the family of the missing Belhouan Ammar son of Ali and Bournane Fatima, born on November 29, 1974 in Setif, single and was a high school student. The missing person was arrested on August 11, 1995 at 6 am from his family home by elements of the National Gendarmerie force of the El Ouanat region, including the gendarme called Slimane and the militia member called Bouhaniche Boualem. According to the information obtained by the family, the missing Ammar remained in the headquarters of the National Gendarmerie force of El Ouanat for about 15 days, after which his news was cut off. This was an attempt to gather some information about the missing person, and this is a testimony from his father, a living witness to this tragedy.
